11/10/2010 - A new study analyzing a decades' worth of failed and successful terrorist attacks discovered that alert citizens and police were overwhelmingly more responsible for uncovering terrorist plots than intelligence agencies.
In its 28-page report Building on Clues (.pdf), the Institute for Homeland Security Solutions (IHSS) reviewed 86 foiled and executed terrorists attacks from 1999 to 2009 that were publicly available. In more than 80 percent of the 68 foiled attacks analyzed, the researchers found that federal, state, and local law enforcement and average citizens were responsible for discovering clues that ultimately led to a terrorist plot. The remaining 13 disrupted plots were initially uncovered by intelligence activities.
